Removing the steering yokes??

I´m stripping down my 74 Commando and the only thing left on it is the upper and lower yokes with the headlight mounts. I am having a problem breaking loose the lower steering yoke. I´m carefully using a 2 lb sledge but it´s not coming loose and am afraid of damaging it. The lower nut is removed. Any suggestions?
