Speed is reflective of both fuel and electrics. Have the rings and valves been looked at? I know this is a big job which requires pulling the engine, but for more speed you need the compression. Hence the valves and rings. also you must make sure you ahve the correct carbs. this same bike was used as a 250cc so make sure the carbs have not been changed to the smaller displacement units.
