High Idling speed

Hi all, I´ve been rebuilding a DNA, bought in pieces after the previous owner took her apart to powderdust the frame then lost interest.
Anyway, it´s back together now, but I´m finding it´s idling very high, somewhere from 3500 and rising - the throttle seems fine and the idling adjustment screw is all the way off. I haven´t taken the choke off to test it yet, but that´s probably gonna be my next step unless anyone has suggestions as to the cause?

Any help would be much appreciated :)
