Front brake bleeding problem

Is it normal for the front brake lever on a Suzuki Cavalcade 1400 to pull all the way back to the handlebar. It still brakes the front wheel, but probably not as much as it should. I have bled brakes as normal , pump and bleed, until no air bubbles. I have done this and then pumped and bled at the banjo bolt at the master cylinder, and have reversed pumped fluid back from the bleeder to master cylinder. Any suggestions or helpful info?
