radian starts but wont run

cleaned and inspected carbs. new fuel filter, new fuel line, new vaccum line to fuel pedcock. bike will start, run for a few seconds until it runs out of fuel. if i let it set for a while it will do same thing. can start with starting fluid and keep running with same. what am i missing? is pedcock also a fuel pump? i´m stumped and can´t find an answer.
