Fuse Panel Cover Frustrations

On my 83 Shadow 750 I have to take off the handlebar cover ( metal plate with 4 allens screws ) when I need to put my fuse panel cover back on. Those little indicator lightbulbs wont align with the plastic blocks that are used to keep the light from the bulbs into each of their corresponding indicator areas on the indicator light area . Its a pain in the ass. I broke some bulbs when trying to do it without taking that handlebar plate off. Any suggestions ?
No bike should be designed to be that hard just to check a fuse !
