Fouling plugs

I purchased a 2001 VStar 1100 with custom pipes on it. Around town it did great for a long period of time. After a long ride the plugs fouled black and ashy. Even putting new plugs in the machine would barely run and foul another set immediately. after sitting for 2 weeks and trying another new set it ran ok good enough to take it into a shop. There they put it on the dyno to figure out gas/air issues and hopefully fix the fouling problem. Coming off the dyno my bike ran GREAT. Really strong for about 2 weeks and then it started to loose power and foul plugs again. Please help I´m stressed and frustrated with this one!!
