My 2005 1700 Midnight has a similar issue. I metered the fuel level sensor unit on/in the tank and encountered high resistance. My fuel guage registers empty and the fuel low light constantly flashes whenever the bike is running - the tank is always kept at or near full. So, looks like I´ll be replacing the sensor, no easy task. Means having to drain the fuel and remove the tank to do so.
