Tightening 2003 flhr handlebars

Tightening 2003 flhr handlebars

How do I tighten the handlebars on my road king? Dealer replaced handle bars 1 year ago now they are loose. They move back and forth when pushed on. The risors are tight its the handle bars that need tightening.
