Honda XR200 Front Wheel Alignment

The alignment of the front wheel of my 1998 xr200 is off by about 5 degrees to the right. I have tried loosening the forks and adjusting the alignment...but the wheel just returns to the 5 degree misalignment once riden...Anyone know how to properly adjust the front wheel alignment?
