piston ring gap problems

i bored cylinders over 10 ring gap is 35 thou. the bore measures 3.202 pistons are 3.198 . i have tried 2 sets of plus 10 rings and still get 35 ring gap tried first set and motor smoked bad so got the second set and ring gap is still to much. whats wrong here anyone? or can i get 20 over rings and file all rings down? help please.
