I´ve had a 99 LC 1500 Intruder (same bike)since 2000 and it used to run and start fine, however upon stopping for gas during runs, it would refuse to start. Problem turned out to be De Comp cables needing adjustment. For the speedometer problem; check to see that the battery cables (metal) are not making contact with the battery box, this will cause the speedo to go crazy and then stall the bike. I put plastic folder liner along the top of the box to stop this contact grounding out..You can also check you ground cable..Good luck..Dick F.
