The two filaments are shorted together perhaps. That happened to mine. Alternatively, the lamp is the wrong way round and the beams are reversed. If you replace the standard headlamp with a halogen you may need to swap the wires round on the terminals at the back of the lamp otherwise the beams are reversed. There are presumably two different types of 12V 35W/35W halogens. I had to modify.
