gpz900 cooling problem

Does anybody have any good solutions for a 1984 GPZ900 that overheats? If I ride on a cool day and above 45 mph, it does not overheat. If it is hot out and I have to idle a lot, it will overheat. I have checked the switches and sensors, exchanged the radiator, fan and radiator cap. Even if the fan is running all the time by shorting the lead to ground, it will still overheat. I am puzzled! Please help.
