That wire is definitely a ground. It goes to the negative terminal. It is probably not related to your starter, however. There are a lot of things that can go wrong with the starting circuit. Is there voltage at the starter solenoid? If so, does it send current to the starter? You might even think about the starter button. A shot of WD-40 sometimes works wonders.
