How can I increase the low-end torque of my KE 125?

I have just modified my KE 125 in an attempt to make it a trail bike. To that end, I have installed nobby tires on both the front and rear wheels as well as installing a "65" tooth rear sprocket with a 14 tooth on the front. The bike still does not have the low-end torque needed for the trails I plan on riding. I have been told that I can change the rotary intake valve. Is this true and if not, can I change the primary gears to obtain the torque I´m looking for? Thanks in advance for your help.
