GaryB....I had the same problem once and literally checked everything. After letting my bike sit overnight, I checked the 15 amp fuse again. For some reason I pulled the end cap off and Lo and behold I found that it had blown UNDER the end cap which I would have never spotted in a hundred years! I replaced the fuse and it started right up. Other than a blown fuse the only other reason that you may be having a prolem could be a bare wire touching the frame and grounding out. Hope this helps.
