The bolt on fender cannot be loosened w/o removing fender. Don´t do it!! A simpler solution and what I did was take a pair of diag cutter and cut the bracket rings on top to release it. They are then pried up and out of the way. Caution! Do this when bike is COLD, Some leakage of fuel is unavoidable and is PRESSURIZED! Didn´t try but crack the fuel cap and see if this depressurizes the fuel filter tubes. Just bend the bands back down after replacing filter. Now much easier next time. Manual says there is supposed to be a break in the bands under plastic but never found.
