Regarding the "right" price for a ´91 Sturgis, 13K is about right for a clean bike with only 8,000. I am the original owner of a ´91 Sturgis. Mine has 38,000 mi. on it. Actually there were a total of 1557 produced of which 400 were shipped overseas. Although the serial numbered plate says 1600 there are really only 1557. If the guy selling it is truly a friend maybe he could drop the price a little for you. At least buying from a friend you know if the bikes been dumped or beat on. The biggest complaint I have after 38,000 miles is crappy fuel gauge design which works when it feels like it and the front fork lock which lets loose after time and can lock your forks in position and not unlock. NICE TOUCH when your 2300 miles from home in the middle of no where. My advice to you is buy it. Unless you want to spend 22,000 for something else that isnt as rare. PLUS.....its BLACK. The only color Harley to own!
