OIL SUPPLY IN VACUUM?? WHAT THE F*&^??

74 XLCH sat all winter, most of summer...went out to fight it back to life (again) and when I turn it over the oil pressure never built... pulled the gauge off and put my finger over the hole and turned it over.....it is in a vacuum!!! WTF?????? Any ideas??
