1974, 900 Kawasaki transmision question

I am in the process of re-assembling the lower end of the motor and I am unabel to shift through all the gears. The book said to start the shifting drum in neutral as per the diagram, I can not make that happen. Can anyone help me?

I have the shifting forks in their proper location, but can make only 2 shifts.???? I have taken it apart waiting for assistance
