circut breaker cam boult - torque spec

i have purchased a 73 sportster XLH AND THIS IS MY PROBLEM
the plugs get fouled after 20 minutes of riding - i am thinking that the circut breaker cam bolt is not torqued correctly as i have done many other things to fix the problem and am left with this as a possibility
