Don´t think smoking and power fading are related.

Concerning smoking: 1) Did you hone the cylinder walls to help seat the rings? 2) Did you replace the valve stem seals?

Concerning power fading: 1) Did you replace the piston? 2) Did you balance the cylinders (so they are producing approximately the same HP)? 3) Are you running Mobil 1 or similar synthetic oil?
