College Student trying to get bike to turn over

I just was given a 350 four this past week, im a college student and a co worker bought a new bike, he gave me this bike and it hasnt really run and been reliable starting wise, it has an electric start and i am wondering what is keeping it from turning over, i got it to putter the other day but that was about it, im on a limited budget and im hoping i havent gotten in over my head but owell if i have just wanna get it running, any suggestions?
