I have a 1999 FLHTCUI and its had its share of issues. at 30k km i had sensor problems..which i fixed( replaced), i had the tourpac bracket break so i replaced it, 32k km i had to replace the rotor,coil and regulator ( all myself extensive work under the pimary cover. and i cant keep rear tires on it cause they are 130s and i think harley should have had wider tires for such a heavey machine. the engine on mine is strong, it was a tc88 rebuilt to a stroker 95 so it is like a freight train. if your willing to fix the things that will go wrong a good shape ultra 99 is a steal at 6800. for a few hours parts and labour it would be worth 10 grand with TLC
