Forks don´t work

Hi everybody,
I bought an unfinished project, which is the 81 GPz 1100-B1 (KZ1100) with a front and a rear from the 92 Zephyr 550, so I was told. The forks didn´t seem to work. I changed the oil (15W, 212ml) but it didn´t improve a bit. It feels like there are no dampers inside just the springs. I don´t have any exploded diagram for this kind of forks, so even if I pull it apart, I won´t be able to tell, if anything is missing. Any idea how to solve this problem, before I mess it up even more, please? Thanks.
