restart after 6 months storage

Bike has been stored in garage, battery removed and charged off and on over the winter. Had filled gas tank at end of fall, but no stable added. One friend said siphon out gas and add new. Scooter place said gas ok but drain carburetor b/f starting. We cannot figure out how to do this. Recommendations?
