I´m 6´1" and did weight about 190 lb back in 1978 when I did ride my CB 175. As opposed to the rated 80 mph, I agree with you that it easily reached 65-70 mph under certain conditions, but for 80 mph you would need a "pretty stiff tailwind" and a light driver as you said.

Back then, this bike looked like a scaled down version of the CB 350 (rated max.speed 102.5 mph). Considering than Honda´s CB 750 was only rated 118 mph max. the CB 175 was delivering a lot of fun for the price !!! This was an excellent beginner´s bike, light (300 pounds), and very well balanced, quiet and easy to control.

The CB350 and bigger bikes had their extra 75-200 pounds concentrated on higher and bigger engines so they were much tougher to handle and to stop !!! no wonder why disk brakes are now the rule.

Considering the chances to get a pretty stiff fine or a ticket for heaven for driving any motorcycle at rated speed today, I also think it is ridicus to see an 750cc called an "entry bike". The only comparable bike to the CB175 today is the Honda Rebel 250 (http://www.hondamotorcycle.com/motorcycles/Cruiser_Standard/model.asp?ModelName=Rebel&ModelYear=2003&ModelId=CMX250C3).
Kawazaki and Suzuki are only offering single cylinder versions.

25 years later, even if I still priviledge bike stability I would never try to drive my Honda GL1100 Goldwing Interstate 1982 at rated speed (121 mph) !!! Half of that is plenty of fun !
