Pull the parkplugs and shoot PB Blaster in the bylinders. Let it sit for about half a day and spray again. Do this for about 3 days then try the kick start and be gentle. The rings have likely rusted to the cylinder walls.

Carbs. If you didnt mess with the brasss nuts on the top of the carbs where the throttle cable comes out, they should be close. If you did turn them, turn them all the way dwon by hand and then back off avout one and a half turns. The easier way is to check the shop manual and use a feeler gauage to set the proper openings of the slide at idle. This makes syncing the carbs pretty easy.AS long as both the slides move togeter, with the throttle cable. you should be fine.
