Changing Gearing on front and rear sprokets

I have a 1999 Suzuki GSX 600 F Katana. I went one down on one the front spoket and was thinking to go up two on the rear. Is this a good idea? My goal is the beef up and low end, I don´t mind losing a little top end, but it still need to run at highway speeds. Also is there any way to get more power out of this bike without spending a ton of money? Any help on info would be great.
