Rear Lights

Just bought the bike. Both rear blinkers are working. The left one also seemed to have a running light, the right one not working. Bought a new bulb for the right, and the Suzuki dealer said that it is not supposed to have running lights on the rear (amber). Now, both rear running lights work intermittently (when they feels like it). Also, after changing the bulb, the license plate doesn´t work either. Question....should this have or not have rear running lights and do you think I have a ground problem with the wiring? Have bags that hang under the passenger seat. Could they be causing a wiring problem?
