Smell gas at startup and have film on fins

Hello,

I bought my first bike in April and have loved it. I notice that it smells of gas when I put it in neutral to move it out of the patio before I start it. There is also a film on the fins.

It is a ´98 and now has 8000 miles.

Thanks for any suggestions.
