600 s bandit...orange a standard color in 1999?

hi there. i was going to test drive at a 600 s bandit this week, and the owner claims that it is a pristine 1999 model. it is indeed pristine, but it is orange, not a standard color for the 1999 models. orange is a standard color for the 1998 models, though...so do i tell this guy that he´s trying to sell a 98 as a 99 (possibly a reason to drop price a couple hundred), or is it possible that a 1999 model could very indeed have come off of the factory with ORANGE paint. thanks in advance for your thoughts...
