have a Ruckus with an issue, would like ot get it running so it can sold to someone who will use it. 3700 miles on it. Will barely Idle, and cracking open throttle results in stall. New Battery, fresh fuel.
checked spark plug, tests good with normal resistance,
fuel filter is clean
inside of carburetor is spotless, no dirt in float bowl.
air filter is still in decent shape

one thing i found, if you pinch off the hose going to the Vacuum Piston, the canister on the very top of the carb, the bike idles strong and is ride-able. It´s not great, only goes about 20mph and smells rich, but it runs. i could just clamp this off and sell as-is but would rather repair.
checked the Vacuum piston diaphragm, it´s in good shape, soft, pliable, no tears. pulling it out and looking underneath, no problems with any dirt or even varnish.

any suggestions?
