Oil comes out tube

Oil comes out tube

Inherited a 1977 fxe 1200, when try to crank blows out oil from a tube that comes from the crank case. What could be causing this problem? Also motorcycle has been setting up for awhile. What do I need to check out on it to get it ready to ride?
