I´ve heard that that CPI scooters are governed based on when speed and that clipping 1 wire from the wheel speed indicator fixes this, though I don´t know the specifics. What kind of top speed are you getting? I can´t imagine it goes more than 50-55mph unrestricted. Check for the usual things like a shimmed variator or a carb restrictor.
