help my bike wont start

help every time i leave my bike over winter i can not statr it. the battery is not the problem the bike turns over but wont fire up, it has done this for 3 years now the bike shop say it gets wet plus and build up of petrol in the heads any ideas as its costing me a fortune in repair bills. thanks mark
