Juddering Brakes

Hi all

I just bought a Blue ´Bird this weekend after 4 years without one. (Sold my (97 Titanium model before relocating to a new country in the Norhtern Hemisphere.)
While I am happy with the over appearance and performance of the 99 that I bought I realised that the brakes are nowhere as sharp as my last one and have a horrible judder to them (especially the front one). I take it the disc is probably a bit warped.... Can they be skimmed or should i just replace it/them ? Also , could the juddering affect the neck bearing ? Or are they pretty rugged ?
