Stray wire

Hi,
just bought myself a harley xlh 883 hugger for my first bike and have noticed a detached wire. The wire is connected to the frame behind the headlight but seems to have come away from somewhere. Should this be attached to the light to earth it?
Thanks.....such a green horn!
