Dried up expansion tank and leaking coolant

Hi, my mp3 250 has a leakage coming out from a small canal underneath the 3 hose. and i checked that the expansion tank has gone dry with lots of dryied up dirt inside. can someone tell me what should i do because im afraid to start it up and worry it will overheat the engine.
