Starter or battery?

I recently tore starter apart and cleaned it two brushes were stuck. I freed them up replaced on bike and still having same issue, starter will roll engine to top of compression stroke and then stops like battery is weak or stater is weak. It´s a A.G.M battery bought last March shows 12 volts however still having issues even while trying to jump start it so should I just invest in new starter
