ZX50 FUEL TAP PROBLEM??

Hi . Can any one help with my zx50 vacuum/carb problem plse!!
I recently purchased a zx50 and have real trouble starting it up and getting it to run. I have found that if i suck on the vacuum tee pipe a couple of times it will start and run fine. then it will not start again after it has been stood for any length of time. I have been told that the vacuum does not seem strong enough to operate the fuel tap(?)in the pump? how can i remedy this and would there be any other causes due to the carb set up wrongly? ( Carb has been removed / stripped and cleaned by my friend who has more technical knowlage, carb was put back together as was , and wasnt really ´set up´ as it were.)Any help would be greatly appreciated :) A frustrated Paul
