Katana Electrical Problem

The motorcycle doesn´t start, and it appears to be a dead battery. However, a voltage check on the battery shows approx. 13 volts on the battery.
There is a 1.4 ohm load on the battery with the ignition in the off position. This may be so low as to indicate a short, but I don´t know what the load should be. Once I turn the ignition on, the battery voltage drops to 0 volts, indicating a short. This is before I press the start engine button. Perhaps the ignition switch has shorted out. Any ideas?
