Te450 ca street legal??

Is a 2004 husky te450 ca emissions compliant for onroad use? I cannot find any emissions label on mine, but it does have provisions for a license plate, hi beam/lo beam, and turn signal indication. Trying to find an executive order but none to be found stating on road use. Any help would be appreciated
