Starter Ring Gear

the ring gear on my superglide is pretty beaten up. I just destroyed a starter pinion and assume that the ring gear is probably the culprit. Anway, people have been telling me not to mess with drilling out the rivets and replacing the gear. I have been advised to replace the clutch or the clutch basket. Any advice?
