21 inch or 19 front wheel

Has any one used both front wheel sizes 21 inch and 19 inch? My FXDX has a 21 inch wheel and it fills light, or say a little squirrely at speeds around 80 mph. I have the stock 19 inch wheel and I wonder if the beefier 19 inch wheel would make it fill better at higher speeds ?
