Did the 2001 SV 650 come out with ´L´ plater restriction..

Did the 2001 SV 650 come out with ´L´ plater restriction..

...and if so what was it? (i.e. different slides in the carby´s) My son just bought a well maintained SV but it´s acting like a restricted bike ( sort of nothing over 6000 rpms ). Any info on this would be usfull. Thank´s
