i need to know about cdi for 2000 model of mito

I currently own a cagiva mito 125 ev year 2000 production. I did lots of tuning but i still cannot go above 160km/h! so i need to know if it´s my cdi is the one restricting my bike or it´s just that that model is very weak. things that i tune include racing carb 38, racing exhaust, boyesen reed valve, power booster, lighten my magnet and chamfered piston. please help me out and tell me what´s wrong with my bike?
