Oil Pressure Oil Spring

I took the plug for the spring pressure and pulled out the spring and the oil came out fast and I went to get a rag, and cleaned it up and stretched the spring to boost the oil pressure, then I found a round tube on the floor, I´m assuming that came out when the oil came out? It is about 1 inch long and open to one side,if that has to go back in does it go with the solid end down? Thanks
