General Questions re Kawasaki 125cc Eliminator

Anyone/All;

I have been thinking of getting s scooter/small cycle. Initially I was leaning towards scooter but then for additional capability and range I was considering a small bike. That said, a local auto dealer is selling an Eliminator 125 cc 2001 with 800 miles for 1700.

1st question, does that seem reasonable.
2nd, is this a good quality bike; a good starter, commuter bike?
3rd, I have not ridden a cycle much in life-only a feew times. Looking to use it on local stull only-no interstates. Is this bike an easy one to learn to drive a bike on?
